What Success Looks Like In This Job

The Human Resources Director is responsible for providing strategic and operational Human Resource leadership to the Sheriff’s Office. This includes managing employees assigned to Human Resources and providing oversight for: employee relations, including the handling of complaints related to personnel matters and advising the Sheriff and command staff regarding personnel matters; recruitment, selection and onboarding of new employees; promotion processes; employee performance and recognition; training on personnel matters and legal compliance; management coaching and career development; coordination with County People & Culture Department on compensation, classification, payroll, learning and development, leave and benefits. The Human Resources Director will report to the Undersheriff and provides support to all divisions of the Sheriff’s Office.  

Examples of Duties for Success

  • Advises the Sheriff and all management staff regarding best practices in the handling of personnel matters, including development of personnel policies, handing of complaints, investigations, discipline, and avoidance of retaliation. 
  • Provides leadership and direction regarding employee complaints related to personnel matters and assists with investigating and resolving complaints.
  • Provides advice to Sheriff and all management staff in complying with personnel policies and applicable federal and state laws and regulations.
  • Coordinate with the County People & Culture department regarding employee issues related to fitness for duty, injury, and ADA accommodations.
  • In conjunction with the County Attorney’s Office, investigates and responds to EEOC/CCRD charges regarding Sheriff’s Office employees.
  • Develops and implements training program for employees in areas of legal compliance (harassment, discrimination, retaliation) as well as career development.
  • In coordination with County People & Culture department, develops and implements a program to address diversity, equity, and inclusion for the Sheriff’s Office, including training for employees and a strategic plan to address identified disparities.
  • Develops and implements Human Resources unit goals, objectives, policies, and priorities.
  • Oversees recruitment, selection and onboarding of new employees as well as promotion processes.
  • Monitors and evaluates the efficiency and effectiveness of the Human Resources unit service delivery, workload, and processes.
  • Selects, trains, motivates, and evaluates Human Resources unit personnel; provides and/or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Manages the development and administration of the Human Resources unit budget and monitors and approves expenditures.
  • Compiles and analyzes a variety of comprehensive statistical data and prepares findings and develops recommendations in written or oral presentation format.
  • Performs other related duties and responsibilities as required.

Qualifications for Success

  • Knowledge of employment related federal, state, and local laws and regulations.
  • Knowledge and experience in implementing best practices in employee relations.
  • Knowledge of Human Resources principles, practices, and current trends.
  • Ability to provide administrative and professional leadership and direction to the Human Resources unit.
  • Ability to lead strategic planning efforts and identify and develop key performance indicators.
  • Ability to handle sensitive situations with tact and diplomacy.
  • Ability to maintain and foster positive and harmonious working relationships with those contacted in the course of work.
  • Ability to develop partnerships within the Sheriff’s Office, the County, and with other agencies.
  • Strong interpersonal, problem solving, analytical, and managerial skills.
  • Computer Skills: Microsoft Office Suite.
  • Communicate clearly and concisely, both orally and in writing.

More Qualifications for Success

  • Experience: Seven (7) years of increasingly responsible professional Human Resources experience including five (5) years at a management level. Experience managing sensitive and complex employee relations issues is required. Experience working with law enforcement or other first responders is desirable.
  • Education and Training:
    1. Bachelor's Degree in Human Resources, Public Administration, Business Administration, or a related field with major course work in Human Resources is required.
    2. A Master's Degree in Human Resources, Public Administration or Business Administration is desirable.
  • License or Certificate: Senior Certified Professional (SHRM-SCP or SPHR) is desirable.
  • Background Check: Must pass an extensive criminal background check, including a CVSA or Polygraph and an integrity interview.
